how do you vote the best answer to your questions?

i did it one time but i wont get the blue (Vote Best Answer) bar anymore do i have to wait a certain time when i post the question i joined yesterday

I’m trying to vote someone’s answer as best but the option didn’t even show up on my screen….?

What should I do? I told this person I would give 10 pnts for an answer but when I clicked “check out new answer” the blue bar for Best Answer didn’t even show up.
